The rebate was introduced on 29 December 2017. The products subject to the full rebate on import tariffs are certain stainless steel specified as "screws, bolts, coach screws, screw hooks, rivets, cotters, cotter-pins, washers (including spring washers) and similar articles of stainless steel".
The import tariff subject to full rebate is 10% on other screws and bolts, fully threaded with hexagon heads, of stainless steel (7318.15.37); certain hexagon nuts (HS code 7318.16.20); and spring washers, split or
double coiled (7318.21.10).
The import tariff subject to full rebate is 15% on coach screws (HS code 7318.11); screw hooks and screw rings (HS code 7318.13); other nuts (HS code 7318.19) and other non-threaded articles (HS code 7318.29).
The import tariff subject to full rebate is 30% on socket screws (HS code 7318.15.26); other non-stainless steel screws, fully threaded with hexagon heads (HS code 7318.15.39) certain bolt ends, screw studs and screw studding (7318.15.41); other bolts (excluding bolt ends, screw studs and screw studding) with hexagon heads (HS code 7318.15.43); other screws and bolts (HS code 7318.15.90); other nuts (HS code 7318.16.30 and 7318.16.90); rivets (HS code 7318.23); and cotters and cotter-pins (HS code 7318.24).
Countries members of the EU, EFTA and SADC are set at other import tariffs levels or are exempt.
The rebate facility will notably be subject to import control and a rebate permit, which will be subject to certain rules and guidelines stipulated by the International Trade Administration Commission of South Africa (ITAC).The intervention was announced as a temporary rebate, however, no removal date was stipulated.
