On 16 October 2017, the Australian Anti-Dumping Commission initiated an anti-circumvention investigation on imports of certain aluminium extrusions from third countries including Indonesia, Malaysia, the Philippines and Thailand. This investigation follows suspicion that the definitive antidumping duty and definitive countervailing duty imposed on imports of certain aluminium extrusions from China might be circumvented (see related interventions). The products subject to investigation are classified under the following HS code subheadings 7604.10.00, 7604.21.00, 7604.29.00, 7608.10.00, 7608.20.00, 7610.10.00 and 7610.90.00. The investigation follows the application lodged by Capral Limited.
On 29 October 2018, the Australian authorities issued Notice No. 2018/155 extending the antidumping duty imposed on imports of certain aluminium extrusions from China (see related intervention) to imports of the same products from certain Taiwanese, Malay and Thai exporters. These exporters are Zinaco Industrial and Hardware Industries Ltd and Foshan ZP Aluminium Co. Ltd from Malaysia, Foshan ZP Aluminium Co. Ltd, Bay Enterprise Co. Ltd, Siam Industrial Supplies Ltd and V-Power Biotech Ltd from Thailand, and Yun Sin Enterprise Co. Ltd from Chinese Taipei. The notice also extends the countervailing duty imposed on imports of the same good from China to these subject exporters, see related intervention. The rate of the duty is calculated and imposed as a combined countervailing and dumping duty. The rate of duty is 64.4%. The duty is in force retrospectively from 16 October 2017.
