Public procurement localisation

The High Planning Council of Turkey on 19 December 2016 approved the Strategy and Action Plan for the Software Sector for 2017-2019. On a high level, the core scope of this Strategy and Action plan is to boost the local software sector. Consequently, the highlighted Action Plan does outline the four bellow denoted objectives :

  • Improve the overall infrastructure and knowledge base of the local software sector
  • Improve the competitiveness of the local software sector on an international scale
  • Establish legal and administrative regulations
  • Introduce improvements in terms of the quality of human resources

 

Furthermore, the Strategy and Action Plan for the Software Sector for 2017-2019 also outlines a list of specific actions that are to be undertaken in order to achieve the highlighted objectives. From the denoted list of actions, the only one relevant to the GTA scope is that as part of this Plan, the government will introduce new price advantage-related incentives for local software companies in public procurement. However, the Plan provides no specific details concerning these denoted public procurement incentives.
