In addition to the above, firms identified as advancing the structure of industry to eliminate inefficiencies and overcapacity are eligible to receive preferential (i.e. cheaper) access to energy and land resources. In terms of energy, the announcement states that costs will be subsidised for eligible firms 'to 10% of the province's total'.

Firms that are deemed to have a high profit to land used ratio will have preferential access to new land also.
