Import-related non-tariff measure, nes

On September 9, 2016, the Ministry of Commerce, Industry and Tourism of Colombia (MinCIT) adopted Resolution 1649/2016 modifying the legal framework of special import and export plan known as "Plan Vallejo". In the case of importers the key amendments relevant to the GTA are:

  • Documentation related to their application and its amendments can be submitted through a MinCIT online platform.
  • The administration time to assess the application has been set in one month.
  • Business associations can apply for the benefits related to the import of capital goods and spare parts.
  • Reactivation of the Assessment Committee, the institution responsible for adopting general application criteria for operations carried out under a Plan Vallejo and to decide about applications or requests.
  • Importers benefitting from Plan Vallejo only need to submit one residue control report concerning their residue destruction or recycling process.
  • Modification of the sanctions regime with the inclusion of administrative measures like the written reprimand, import suspension and program cancellation.
