Export quota

Pakistan's Ministry of Commerce announced an export quota of 300,000 metric tons of urea to be exported until 28 April 2017. These exports are subject to certain conditions including - 

  • A minimum 15% advance payment or an irrevocable Letter of Credit is required from the buyer, to be deposited with the Authorized Dealer banks
  • No export subsidy will be available
  • On account of non-performance of allocated export quota, a 15% penalty of contract value will be imposed on the exporter
  • All exports require receipts through bank wire transfers only
  • Exporters have to ship the allocated quota within 45 days of approval or the deadline as specified, whichever is earlier.

An additional export quota of 300,000 metric tons was announced in May 2017 and the deadline for exports was extended until 31 October 2017. On 29 December 2017, 41,000 metric tonnes were reported to be remaining from the export quota and the deadline for the same was extended to 28 February 2018.

Pakistan restricts the exports of urea and only allows it on a case to case basis subject to approval from the Economic Coordination Committee of the Cabinet.
