On March 25, 2010 the government of Ontario announced that the Northern Industrial Electricity Rate (NIER) program would offset higher energy costs in the North due to climate and distance to markets. The program allows Northern Ontario’s large industrial electricity consumers to receive a rebate of two cents per kilowatt-hour with individual rebates up to $20 million per year, per company. It is open to industrial consumers in two broad areas: mining and oil and gas extraction, and manufacturing (other than sawmills and wood preservation). The program was originally in effect from April 1, 2010 until March 31, 2013.
The original NIER Program was then renewed for an additional three years to March 31, 2016. That program received an additional one-year extension to March 31, 2017. Effective April 1, 2017 the program was made permanent.
