On September 1, 2017 the governor of California signed into law a bill (AB681) that may improve access to California by foreign teachers. The bill authorizes the Commission on Teacher Credentialing (CTC) to determine whether the national teacher credential standards in foreign countries is equivalent to California teacher credentialing standards in order to expedite the processing time for teacher credential applications from foreign countries. The bill also specifies that school districts and county offices of education shall not issue a temporary certificate authorizing classroom service until proof that the individual has obtained a credential, certificate, or permit authorizing the performance of services in the public schools from the CTC.
