Import tariff quota
On December 17, 2013, the Ministry of Commerce, Industry and Tourism of Colombia issued Decree 2909 establishing reduced import duties for a certain quota on hybrid and electric cars and their charging modules (HS Codes 8702.90.91.40, 8704.90.00.11, 8702.90.99.40, 8703.90.00.10, 8704.90.00.93, 8702.90.91.50, 8704.90.00.12, 8703.90.00.30 and 8504.40.90.00). This legislation has a temporary character with a deadline set on December 31, 2016.
The new import tariff quotas for hybrid cars (HS Codes 8702.90.91.50, 8704.90.00.12 and 8703.90.00.30) were set at 5% as it follows for 750 units per year. The FOB value of the car and its charging module cannot exceed USD 52,000.
The new import duties quotas for electric cars (HS Codes 8702.90.91.40, 8704.90.00.11, 8702.90.99.40, 8703.90.00.10 and 8704.90.00.93) were set at 0% for 750 units per year. The FOB value of the car and its charging module for tariff lines 8702.90.91.40, 8704.90.00.11 and 8703.90.00.10 cannot exceed USD 52,000.
The duty-free import tariff quota set on the charging modules (HS Code 8504.40.90.00) was distributed as it follows:
The duty outside the quota for both, hybrid and electric cars, was set to 35% FOB value, while for the charging module was set at 10%.
This legislation also includes the prolongation of a 5% import tariff on chassis for certain electric vehicles (please, see related measures).
