On 12 April 2016, the Commissioner of the Australian Anti-Dumping Commission initiated an anti-subsidy investigation on imports of A4 copy paper exported from China and Indonesia (Anti-dumping Notice No. 2016/33, 12.04.2016). The product subject to investigation is classified under the following HS code subheading: 4802.56.10. The complaint was lodged on 24 February 2016 by Paper Australia Pty Ltd. An anti-dumping investigation was also initiated (see related intervention)
On 20 December 2016, the Commissioner of the Australian Anti-Dumping Commission imposed a provisional countervailing duty on imports of the subject good from China. The rate of duty is 2.2% or 8% depending on the company. This is with the exception of UPM (China) Co., Ltd, which exports are exempt from provisional countervailing duties. There is no duty imposed on imports from Indonesia.
On 17 March 2017, the Commissioner of the Australian Anti-Dumping Commission terminated the above investigation on imports of the subject good from Indonesia without the imposition of definitive duties. The investigation concerning a number of individual companies were also terminated without the imposition of duties.
On 19 April 2017, the Australian authorities imposed a definitive anti-dumping duty on imports of the subject good from China. The rate of duty is 7%.
