Public procurement localisation
On March 22, 2011 the governor of Virginia signed into law an act amending the Virginia Public Procurement Act so as to favor in-state firms. It provides that in competitive bids, "In the case of a tie bid, preference shall be given to goods produced in Virginia, goods or services or construction provided by Virginia persons, firms or corporations; otherwise the tie shall be decided by lot."
