On June 8, 2017 the governor of Vermont signed into law a bill (S.135) that creates the Vermont Employment Growth Incentive Program. This program provides for awards of up to $1.5 million in tax-credit incentives to qualifying businesses. Among the criteria that the law establishes reads as follows: “If the business proposes to expand within a limited local market, an incentive would not give the business an unfair competitive advantage over other Vermont businesses in the same or similar line of business and in the same limited local market.”
