By reclassifying the product, Norway has de facto introduced a 72% import duty on the hortensia flower. According to the Library of the European Parliament (cf. Sources), this has caused "turbulence in EU- Norway relations, generally close and smooth". According to a Norwegian website (cf. Sources), Denmark has been mainly affected by the increase and has issued a complaint with the EU authorities.

The Norwegian delegation reported the intervention only on 9 December 2012. However, as the earliest press report on the matter was published on 12 September 2012, that date was set as the announcement and inception date.
