State loan

According to the State-Owned Saudi Press Agency, the Saudi Commission for Tourism and National Heritage launched the following GTA state loan-relevant programs for promoting the national tourism and heritage:

  • The launch of a guarantee-based financing scheme which aims to guarantee financial institutions the repayments of loans (in scenarios of default) which were specifically acquired by parties for the financing of national tourism and heritage projects -- the financial resources dedicated by the Saudi government for this specific scheme is not disclosed in the official sources.
  • The launch of financing scheme of 2.7 billion SR (USD 72 million) alongside the Ministry of Finance of Saudi Arabia, for the purpose of providing interest free loans to investors engaged in national tourism and heritage projects.

A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the state aid proposed here is discriminatory.
