In a letter dated December 21, 2016, the Federal Transit Administration decided that Internet protocol (IP) cameras used in security systems fell within the scope of an existing waiver of Buy America requirements for the purchase of microprocessors and microcomputers. The letter nonetheless stressed "that this waiver does not extend to the entire security and surveillance system -other components ofthe system that do not meet the definition of a 'microcomputer' or 'microprocessor' must still comply with the Buy America requirements ... in order for a bidder to certify compliance with the requirements."
