On March 6, 2015, the Foreign Trade Committee of Ecuador issued Resolution 011/2015 establishing temporary import tariff surcharges of 5%, 15% 25% and 45% on 2,961 tariff lines (at 10 digits). The measure affected all HS Chapters except 13, 14, 26, 27, 28, 29, 30, 31, 38, 45, 47, 75, 80, 81, 98 and 99. Likewise, it englobed imports from all jurisdictions with the exemption of the Plurinational State of Bolivia and Paraguay.
The Government argued that the purpose of this measure was to restoring balance-of-payments.
On January 21, 2016, the Government announced a gradual reduction in these surcharges going from 45% to 40%.
The duration of this Resolution was set for 15 months.
According to the WTO, on April 2016, after an earthquake, the Ecuadorian Government extended the temporary import tariff surcharges until June 2017. In this sense, on July 21, 2017, Ecuador announced the removal of all import surcharges imposed in 2015. The final phase-out of the surcharges was made effective on 1 June.
