On May 12, 2017, the Argentine Ministry of Production issued Decree 333/2017 establishing a temporary import ban on used garments which are presented in bulk or similar packaging based on sanitary concerns. The prohibition is to last for five years and it only affects those products imported for commercial purposes, excluding from its scope used garments which final purpose is donation through charitable organisations.
The government justified the ban on sanitary concerns. However, the previous ban on these tariff lines explicitly refers to concerns about the impact of the imported goods on domestic production. Furthermore, the exemption of charitable imports does not align with the stated rationale.
According to trade data provided by UN Comtrade, Argentina's imports on the affected tariff line do not exceed the GTA de minimis threshold level of USD 1 million with a single trading partner. Therefore, no affected trading partners have been identified.
