Localisation incentive

On May 17, 2010 the governor of Minnesota signed into law an omnibus measure that included provisions offering special incentives for the use of solar electricity equipment that is manufactured in the state. The law obliged electrical utilities in the state to establish a program to provide rebates to an owner of a qualified property for installing solar photovoltaic modules manufactured in Minnesota after December 31, 2009.” The law specified that in order to be eligible for a rebate, a solar photovoltaic module (among other requirements) “must be manufactured in Minnesota,” “may or may not be connected to a utility grid,” and “may not be used to sell, transmit, or distribute the electrical energy at retail, nor to provide end-use electricity to an offsite facility of the electrical energy generator.”
