Import licensing requirement
The Central Bank of Nigeria via Circular TED/FEM/FPC/GEN/01/11, on 24 April 2014 for the first time, subjected importers of In Vitro Diagnostic to the necessity to acquire a 'Certificate of Registration of the Importer' and a 'Product Certificate' -both certificates being issued by the Medical Laboratory Science Council of Nigeria (MLSCN).
Furthermore, the referenced Circular states that only those products that are listed in the MLSCN HS Codes for In Vitro Diagnostics will be accepted for the establishment of the Form M by the banks.
'Form M' is a form that anyone with the intention of importing goods in Nigeria is obliged to in the first instance process through any authorised dealer bank in the jurisdiction.
