On May 4, 2009, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of synthetic fibre blankets, other than electric ones, from China (Circular No. 24, 04.05.2009).
The products subject to investigation are classified under the following HS code: 6301.4000.
The complaint was lodged on December 26, 2008 by Indústria e Comércio Jolitex Ltda. The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on May 5, 2009.
On April 28, 2010, the Brazilian authorities decided to impose a definitive anti-dumping duty on imports of synthetic fibre blankets from China (Resolução No. 23, 28.04.2010). The amount of this definitive duty in USD per kilogram is 5.22 for all Chinese exporters. This definitive anti-dumping duty entered into force on April 29, 2010 for a period of five years.
On April 27th, 2015, the Brazilian authorities decided to initiate a sunset review of the anti-dumping measure imposed by Resolution No. 23 dated April 28th, 2010 on imports of synthetic fibre blankets originating in China (Circular No. 28, 27.04.2015).
It follows a request lodged on December 29th, 2014 by Indústria e Comércio Jolitex Ltda. This sunset review started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on April 28th, 2015. The existing anti-dumping measure remains in force during the review.
On 19 February 2016, the Brazilian authorities extended the imposition of definitive anti-dumping duty on imports of synthetic fibre blankets, other than electric ones, from China for a five-year period (Resolution No. 12 of 18 February 2016). The amount of duty imposed is USD 3.61 or 5.22 per kg depending on the exporting producer.
