Import licensing requirement
On 30 July 2015, the Indonesian Ministry of Trade announced regulation 52/M-DAG/PER/07/2015 expanding the list of textiles requiring textile import permits ("IP-TPT"). In order to apply for these permits, importers need to fulfill a number of technical requirements, including a verification in the country of origin. Furthermore, the imports of these products may only be conducted by companies using them (art. 10 of the regulation).
Compared to the previous regulation (cf. Related Sources), seven new 4-digit tariff lines were added to the list of textiles requiring the the IP-TPTs.
The regulation will come into effect 90 days after its announcement, i.e. on 25 October 2015.
Due to the unavailability of trade volumes for 2014, the list of affected trading partners has been based on 2013 values. Furthermore, the partners have been assessed using the the 6-digit tariff lines, since only the following tariffs were added to the list of textiles affected by the permit requirement: 540230, 540233, 540246, 540247, 550120, 550320, 550620, 600240, 600290, 600410, 600490 and 701990.
On 15 October 2015, the Indonesian Trade Ministry issued regulation 85/M-DAG/PER/10/2015 scrapping the requirement of product-specific import licenses in the textile industry (cf. Related Measures). As the new regulation came into force on 20 October 2015, the restrictions were never implemented. Hence, no inception date was provided.
