Safeguard

According to the fifth report of the European Commission on potentially trade restrictive measures, on 18 November 2009, Kazakhstan initiated a general safeguard investigation on imports of asphalt.
 
According to the provided EU Commission source COM(2010)334, "Kazakhstan has concluded the investigations concerning ... asphalt in the second semester of 2009, but has neither disclosed findings despite several formal requests by the Commission, nor has it adopted the final decisions."
