Import tariff quota

On 4 October 2013, the Brazilian Foreign Trade Council (Camex) issued resolution no. 86 introducing a tariff-rate quota on methanol which carries the Mercosur Common Nomenclature (NCM) 2905.11.00. The tariff will be reduced from 12% to 0% for a quota of 282'500 tons and a period of 180 days, starting 7 October 2013.
 
The good was included in the List of Exceptions to the Common External Tariff (Letec) of Mercosur which is a mechanism that allows member states of Mercosur to apply customs duties that are lower or higher than otherwise listed in the Mercosur Common External Tariff schedule. However, the tariffs shall not exceed the ceilings given by the WTO. Mercosur Decision CMC no. 58/10 gives Brazil the right to maintain a list of 100 codes based on the Mercosur Common Nomencalture (NCM) until 31 December 2015.
 
Due to this restriction, Brazil had to retrieve one item, i.e., D-glucitrol/sorbitol, NCM 2905.44.00, from the Letec which increased its tariff from 14% to 20%.
 
Updates
On 13 March 2014, Camex resolution no. 21 extended the tariff-rate quota on methanol for another 282'500 tons until 2 October 2014, starting 5 April 2014.
