Anti-dumping

On October 8th, 2007, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce & Industry, initiated a sunset review of the anti-dumping duty imposed on imports of acrylic fibre from South Korea and Thailand.
The product subject to investigation is classified under the following HS code: 5503.3000.
This review follows the application lodged by the Forum of Acrylic Fibres Manufacturers through the participatingcompanies M/s. Indian Acrylics Ltd and M/s. Vardhman Acrylics Ltd.
 
While initiating the sunset review, the Indian authorities decided on November 16th, 2007 to extend up to October 8th, 2008 the existing definitive anti-dumping duty imposed on October 9th, 2002 by Notification No. 106/2002-Customs (Notification No. 113/2007-Customs, 16.11.2007).
 
On October 3rd, 2008, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce & Industry, issued its final findings of the sunset review. It recommended the continuation of the existing anti-dumping measure.
On November 20th, 2008, the Indian Ministry of Finance issued the Customs Notification of extension of the anti-dumping duty imposed on imports of acrylic fibre from South Korea and Thailand (Notification No. 123/2008-Customs, 20.11.2008).
The amount of the duty imposed on imports originating in South Korea is USD 0.225 per kilogram. The amount of the duty imposed on imports originating in Thailand is USD 0.313 per kilogram, at the exception of the company M/s. Thai Acrylic Fibre Co. Ltd. whose exports are subject to a duty of USD 0.16 per kilogram.
This duty is effective for a period of five years.
 
On September 24th, 2013, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce & Industry, initiated a second sunset review of the anti-dumping duty imposed on imports of acrylic fibre from South Korea and Thailand.
This review follows the application lodged by M/s Indian Acrylics Ltd., M/s Vardhman Acrylics Ltd. and M/s Pasupati Acrylon Ltd.
 
While initiating the sunset review, the Indian authorities decided on November 8th, 2013 to extend up to November 19th, 2014 the existing definitive anti-dumping duty imposed on November 20th, 2008 by Notification No. 123/2008-Customs (Notification No. 27/2013-Customs (ADD), 08.11.2013).
 
On March 23rd, 2015, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce & Industry, issued its final findings of the sunset review. It recommended the continuation of the existing anti-dumping measure.
On June 1st, 2015, the Indian Ministry of Finance issued the Customs Notification of extension of the anti-dumping duty imposed on imports of acrylic fibre from South Korea and Thailand (Notification No. 27/2015-Customs (ADD), 01.06.2015).
The products subject to the duty are classified under the following HS codes: 5501.3000, 5503.3000 and 5506.3000.
The amount of the duty imposed on imports originating in South Korea is USD 270 per metric ton. The amount of the duty imposed on imports originating in Thailand is USD 493 per metric ton, at the exception of the company Thai Acrylic Fibre Company Ltd. whose exports are subject to a duty of USD 162 per metric ton.
This duty is effective for a period of five years.
