Import tariff

On 31 March 2015, the Brazilian Foreign Trade Council (Camex) issued Resolution no. 18 decreasing the import tariffs on coffee (roasted or ground) as well as on coffee and tea machines.
 
The goods' tariffs are classifiable under Mercosur Common Nomenclature (NCM) 0901.21.00 and 8516.71.00 and were reduced from 10% to 0% and 20% to 0%, respectively. The measure took effect on 1 April 2015.
 
The tariff codes were included in the List of Exceptions to the Common External Tariff (LETEC) of Mercosur, which is a mechanism that allows member states of Mercosur to apply customs duties that are lower or higher than otherwise listed in the Mercosur Common External Tariff schedule. However, the tariffs shall not surpass the ceilings given by the WTO. Mercosur Decision CMC no. 58/10 gives Brazil the right to maintain a list of 100 codes based on the Mercosur Common Nomenclature (NCM) until 31 December 2015.
 
Due to the restriction, Brazil had to retrieve one item from the LETEC, which were certain types of toys, classifiable under NCM 9503.00.99.
