On 31 March 2015, the Brazilian Foreign Trade Council (Camex) issued Resolution no. 17 decreasing the import tariff on human papilloma virus (HPV) vaccines for type 6, 11, 16 and 18. The good's tariff, classifiable under Mercosur Common Nomenclature (NCM) 3002.20.29, was reduced from 2% to 0%. The tariff reduction took effect on 1 April 2015 and stays in effect until the Brazilian Insituto Butantan has full capacity to produce the good itself.
The tariff code was included in the List of Exceptions to the Common External Tariff (LETEC) of Mercosur, which is a mechanism that allows member states of Mercosur to apply customs duties that are lower or higher than otherwise listed in the Mercosur Common External Tariff schedule. However, the tariffs shall not surpass the ceilings given by the WTO. Mercosur Decision CMC no. 58/10 gives Brazil the right to maintain a list of 100 codes based on the Mercosur Common Nomencalture (NCM) until 31 December 2015.
Due to this restriction, Brazil had to retrieve one good from the LETEC, which was condoms, classifiable under NCM 4014.10.00.
