In 2009 state and local governments in Wisconsin provided an incentives package to Mercury Marine for a boatbuilding plant. The original package of $53 million, which was offered in the wake of reports that the company might move to Oklahoma, included a $50 million low-interest loan from the county and $3 million from the city. It was later disclosed that the state would provide up to $70 million in refundable tax credits, bringing the size of the total package to $123,000,000.
The GTA includes state guarantees and other financial incentives thatare likely to affect the restructuring and performance of firms facinginternational competition, whether from imports, in export markets, andfrom foreign subsidiaries.
