On 20 December 2013, the South African Revenue Service (SARS) decided to temporarily eliminate the customs duty on polyvinyl butryal (PVB) (HS 3920.91) since there are no local manufacturers in the Southern African Customs Union (SACU). The customs duty was, thus, reduced from 10% ad valorem to zero. However, EFTA states had previously been assigned only a duty of 2.5% and member states of the EU and the Southern African Development Community (SADC) were exempted from the duty altogether. The customs duty exemption stayed in effect from 20 December 2013 to 31 December 2013.
