Export-related non-tariff measure, nes

On 23 March 2015, the Indonesian Ministry of Energy and Mineral Resources announced it would allow exports of bauxite until 2017. The lift of the export ban comes after the government effectively introduced a ban on ores in January 2014 in an attempt to encourage miners to build smelters within the country. (cf. Related Measures)
Bauxite is the main resource used in the production of aluminium. With the new provisions, mining companies will be allowed to export the raw material only if they have built at least 30% of their smelters.
Despite the suspended export ban, export duties of up to 7.5% will be put in place and shall depend on the level of progress of the smelters' construction.
Due to the unavailability of data in the UN COMTRADE database for 2014, the list of affected trading partners was based on the trade volumes in 2013.
