Import quota

On 6 August 2014 the Brazilian Foreign Trade Council Camex announced that it will temporary exempt aluminium (not alloyed) from the standard common external tariff applied by Mercosur members. The exemption is limited to a quota of 300,000 tonnes and is only available for imports whose declarations were recorded between 18 August 2014 to 17 August 2015.

On 22 July 2015, the Brazilian Foreign Trade Council Camex issued Resolution No. 68 introducing a temporary tariff-rate quota on aluminium (not alloy) in the form of standard ingots, sow or T-bar. The product falls under the Mercosur Common Nomenclature (NCM): 7601.10.00, example 001. The import duty is reduced from 6% to 0% with a quota of 650,000 tonnes. The measure is in force from 18 August 2015 to 17 August 2016.
 
On 18 February 2016, the Brazilian Foreign Trade Council Camex issued Resolution No. 15 amending Resolution No. 68/2015 regarding the import tariff-rate quota on aluminium (not alloy) in the form of standard ingots, sow or T-bar. The import duty remains at 0% whilst the quota is reduced from 650,000 tonnes to 550,000 tonnes. The measure is in force from 19 February 2016 to 17 August 2016.

On 23 June 2016, the Brazilian Foreign Trade Council Camex issued Resolution No. 59 extending the inclusion of aluminium (not alloy) in the form of standard ingots, sow or T-bar on the List of Exceptions to the Common External Tariff. Whilst Resolution 68/2015 and 15/2016 would have lapsed on 17 August 2016, the tariff-rate quota is through this Resolution extended for an additional 12 months until 17 August 2017. The import duty remains at 0% whilst the quota is reduced from 550,000 tonnes to 240,000 tonnes compared to the previous year.
 
On 17 February 2017, the Brazilian Foreign Trade Council Camex issued Resolution No. 14 reducing the duty-free import quota of aluminium (not alloy) in the form of standard ingots, sow or T-bar from 240,000 tonnes to 173,000 tonnes.
 
List of Exceptions to the Common External Tariff
The good was included in the List of Exceptions to the Common External Tariff (LETEC) of Mercosur which is a mechanism that allows member states of Mercosur to apply customs duties that are lower or higher than otherwise listed in the Mercosur Common External Tariff schedule. However, the tariffs shall not surpass the ceilings given by the WTO. Decision CMC no. 58/10 gives Brazil the right to maintain a list of 100 such tariff codes based on the Mercosur Common Nomenclature (NCM) until 31 December 2015.
 
On July 16, 2015, the Council of the Common Market of Mercosur issued Decision no. 26/15 updating the termination dates and Member States allowances, giving Brazil the right to maintain a list of 100 such tariff codes based on the Mercosur Common Nomenclature (NCM) until 31 December 2021.
