NoOn December 12, 2014, the Turkish authorities initiated a safeguard investigation on imports of wallpaper and similar wallcoverings.
The products subject to investigation are classified under the following HS codes: 4814.2000, 4814.9010 and 4814.9070.
This follows the application lodged by the firms Armada Wallpapers Construction Glassware Mine Transportation Import-Export and Ind. Trade Company and Halley Wallpaper and Packing Ind. Trade Company, firms that account for 70% of the domestic production of the subject goods.
According to the UN Comtrade Database, in 2013 the following countries exported goods classified under HS code subheadings 4814.20 and 4814.90 to Turkey with a trade value over the GTA threshold of USD 1 million: South Korea, Germany, Italy, China, the United Kingdom of Great Britain and Northern Ireland, the United States of America, Belgium and France.
On June 20th, 2015, the Turkish authorities imposed a definitive safeguard measure on imports of wallpaper and similar wallcoverings (Notification 2015/4, 20.06.2015). The amount of the duty is USD 5 per kilogram during the first year, USD 4.5 per kilogram during the second year and USD 4 per kilogram during the third year. This measure shall remain in force for a period of three years.
On 23 February 2018, the Turkish authorities initiated a review of the safeguard measure imposed on wallpaper and similar wallcoverings.
On 6 August 2018, the Turkish authorities extended the definitive duty on imports of the subject good for a period of three years following the conclusion of the sunset review. The rate of duty between 6 August 2018 and 5 August 2019 is USD 3.75 per kg. The rate of duty between 6 August 2019 and 5 August 2020 is USD 3.5 per kg. The rate of duty between 6 August 2020 and 5 August 2021 is USD 3.25 per kg. Certain developing countries are exempt from the safeguard duty.
On 18 January 2021, the Turkish authorities initiated a review of the safeguard measure imposed on wallpaper and similar wallcoverings.
On 6 August 2021, the Turkish authorities extended the safeguard measure on imports of wallpaper and similar wallcoverings. The safeguard measure is in the form of a duty of 3.00 USD/Kg during the first year, 2.75 USD/Kg during the second year and 2.50 USD/Kg during the third year.
