Anti-dumping

On December 11, 2014, the Mexican Ministry of Economy decided to initiate an anti-dumping investigation on imports of carbon steel pipes with straight longitudinal or helical seam (outer diameter larger than 16 inches, 406.4 mm) from India, Spain and the United States of America.
The products subject to investigation are classified under the following HS codes: 7305.1101, 7305.1199, 7305.1201, 7305.1299, 7305.1901 and 7305.1999.
The complaint was lodged on September 1, 2014 by Tubacero, S. de R.L. de C.V. and Tubesa, S.A. de C.V.
The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on December 24, 2014.
On July 10th, 2015, the Mexican authorities decided to impose a provisional anti-dumping duty on imports of the above-mentioned goods from India, Spain and the United States of America.
The rate of the duty imposed on imports originating in India is 55.28%. The rate of the duty imposed on imports originating in Spain is 73%, at the exception of the company Siderúrgica de Tubo Soldado Tubular Group, S.A. whose exports are subject to a duty of 5.15%. The rate of the duty imposed on imports originating in the United States of America is 56.44%, at the exception of the goods already subject to another anti-dumping measure (see measure 7816).
This provisional anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on July 15th, 2015.
 
On 21 April 2016, the Mexican authorities imposed a definitive anti-dumping duty on imports of the above-mentioned goods from India, Spain and the United States of America. The rate of duty imposed on imports from India is USD 81.61 per metric ton. The rate of duty imposed on imports from Spain is 62.22 per metric ton. The rate of the duty imposed on imports from the United States of America is USD 575.01 per metric ton at the exception of the goods already subject to another anti-dumping measure (see related measure 7816).
 
On 13 August 2016, the Mexican authorities amended the definitive anti-dumping duty on imports of the subject good from india. The rate of duty is amended from the above rate imposed on 21 April 2016 to USD 128.24 per metric ton.
