On December 12, 2014, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of cuticle nippers (entirely of metal, made from carbon steel or stainless steel, coated with plastic or not, marketed individually or in kits) from China and Pakistan (Circular No. 77, 12.12.2014).
The products subject to investigation are classified under the following HS code: 8214.2000.
The complaint was lodged on October 30, 2014 by Mundial S.A. - Produtos de Consumo.
The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on December 15, 2014.
On April 10, 2015, the Brazilian Ministry of Development, Industry and Foreign Trade made a preliminary determination of dumping against imports of cuticle nippers from China and Pakistan (Circular No. 22, 10.04.2015). However, no provisional duty was imposed. The investigation continues until the final determination. Circular No. 22 was published in the Federal Official Gazette of Brazil on April 13, 2015.
On October 13th, 2015, the Brazilian Ministry of Development, Industry and Foreign Trade decided upon the termination of the investigation without imposing any anti-dumping measure (Circular No. 65, 13.10.2015). Reason for this decision is that damage caused to the domestic industry by imports from China and Pakistan could not be demonstrated. Circular No. 65 was published in the Federal Official Gazette of Brazil on October 14th, 2015.
