Anti-dumping

On September 28, 2008, the Ministry of Commerce of the People's Republic of China decided to initiate a sunset review of the anti-dumping duty imposed on imports of polyvinyl chloride (PVC) from Chinese Taipei, Japan, Russia, South Korea and the United States of America (MOFCOM Announcement No. 71 of 2008, 28.09.2008).
The products subject to investigation are classified under the following HS code: 3904.1090.
This follows the application lodged by several Chinese companies on behalf of the domestic PVC industry.
On September 28, 2009, the Ministry of Commerce of the People's Republic of China decided upon the continuation of the anti-dumping duty on imports of s polyvinyl chloride originating in Chinese Taipei, Japan, Russia, South Korea and the United States of America (MOFCOM Announcement No. 69 of 2009, 28.09.2009). This duty entered into force on September 29, 2009 and is applicable for a period of five years.
 
On September 28, 2014, the Ministry of Commerce of the People's Republic of China decided to initiate another sunset review of the anti-dumping duty imposed on imports of polyvinyl chloride (PVC) from Chinese Taipei, Japan, Russia, South Korea and the United States of America (MOFCOM Announcement No. 63 of 2014, 28.09.2014).
This follows the application lodged on July 29, 2014 by Xinjiang Zhongtai Chemical Co., Ltd., Xinjiang Tianye (Group) Co., Ltd., Shaanxi Beiyuan Chemical Industry Group Co., Ltd., Tianjin Dagu Chemical Co., Ltd., Inner Mongolia Elion Chemical Industry Co., Ltd., Shanghai Chlor-Alkali Chemical Co., Ltd., Haohua Yuhang Chemical Co., Ltd., Yibin Tianyuan Group Co., Ltd. and Chiping Xinfa Polyvinyl Chloride Co., Ltd. on behalf of the domestic PVC industry.
The anti-dumping measure imposed by MOFCOM Announcement No. 69 of 2009 dated September 29, 2009 remains into force during the review.
 
On September 28th, 2015, the Ministry of Commerce of the People's Republic of China decided upon the continuation of the anti-dumping duty imposed on imports of polyvinyl chloride (PVC) from Chinese Taipei, Japan, South Korea and the United States of America (MOFCOM Announcement No. 36 of 2015, 28.09.2015). The duty imposed in 2009 by MOFCOM Announcement No. 69 of 2009 is not modified.
This duty entered into force on September 28th, 2015 and shall remain in force for a period of three years.
The measure was not extended concerning imports originating in Russia. Therefore, the measure expired on September 28th, 2015 as far as Russia as affected trading partner is concerned.
