NoOn May 7, 2010, the Mexican Ministry of Economy decided to initiate a sunset review of the anti-dumping duty imposed on imports of carbon steel tubing with straight longitudinal seams from the United States of America. The products subject to investigation are classified under the following HS codes: 7305.1101 and 7305.1201.
This review follows the applications lodged on April 14 and 22, 2010 by Tubacero, S.A. de C.V. and Tubería Laguna, S.A. de C.V. respectively. The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on May 19, 2010.
On March 15, 2011, the Mexican authorities issued the preliminary resolution and decided upon the continuation of the existing anti-dumping duty until the end of the revision.
On November 14, 2011, the Mexican authorities terminated the review and decided upon the continuation of the anti-dumping measure imposed on imports of carbon steel tubing with straight longitudinal seams originating in the United States of America. The rate of this definitive duty remains 25.43%, at the exception of the company Berg Steel Pipe Corporation whose exports are subject to a duty of 4.04%. This duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on November 19, 2011. It shall be enforced for a period of five years, starting from May 28, 2010.
The original anti-dumping duty entered into force on May 28, 2005.
On April 29th, 2015, the Mexican Ministry of Economy decided to initiate a second sunset review of the anti-dumping duty imposed on imports of carbon steel tubing with straight longitudinal seams from the United States of America. This review follows the application lodged on February 17th, 2015 by Tubacero, S. de R.L. de C.V.
The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on May 16th, 2015. The existing anti-dumping measure remains in force during the review.
On 12 July 2016, following the conclusion the above-mentioned sunset review, the Mexican Ministry of Economy extended the current definitive anti-dumping duty on the above good. The duty is in force from 28 May 2015 for a period of five years.
On 30 April 2020, the Mexican authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from the United States. This follows the application lodged on 27 March 2020 by Tubacero, S. de R.L. de C.V.
On 30 August 2021, the Mexican authorities issued a regulation extending the definitive duty imposed on imports of carbon steel tubing with straight longitudinal seams from the United States of America following the conclusion of the sunset review. The rate of duty ranges from 4.04% to 25.43% for a period of five years starting from 28 May 2020.
