On June 11, 2014, the Moroccan Ministry of Foreign Trade initiated a safeguard investigation on imports of cold-rolled sheets (in coils or cut) and plated or coated sheets.
The products subject to investigation are classified under the following HS code subheadings: 7209, 7211 (with the exception of 7211.13, 7211.14 and 7211.19), 7225, 7226, 7210 (with the exception of 7210.11, 7210.12, 7210.9021, 7210.9022 and 7210.9023) and 7212 (with the exception of 7212.10).
This follows the application lodged by Maghreb Steel.
According to the UN Comtrade Database, in 2012 (no data available yet for 2013) the following countries exported goods classified under the above-mentioned HS code subheadings to Morocco with a trade value over USD 1 million: Spain, Germany, France, Italy, the Netherlands, Turkey, Hungary, China, Belgium, Sweden, Finland and the United Kingdom.
On May 14th, 2015, the Moroccan Ministry of Foreign Trade decided to impose a definitive safeguard duty on imports of cold-rolled sheets and plated or coated sheets. The rate of the duty is 22% until the end of the year 2015, 20% in 2016, 18% in 2017 and 16% in 2018. This duty shall remain in force during a period of four years.
On September 7th, 2015, the Moroccan Ministry of Foreign Trade notified its decision to modify the above-mentioned safeguard duty on imports of cold-rolled sheets and plated or coated sheets following complaints made by the European Union and Turkey. The rate of the duty remains the same but the measure now only applies to quantities that exceed an annual quota of 36,000 tons.
