Anti-dumping

On July 29, 2009, the Mexican Ministry of Economy decided to initiate a sunset review of the anti-dumping duty imposed on imports of carbon steel connections (elbows, pipe tees, reducers and caps), outside diameter from ½ to 16 inches included, finished (heat treatment, beveled, blasting, stamping or painting) or even unfinished, from China. The products subject to investigation are classified under the following HS code: 7307.9301. This review follows the application lodged on July 1, 2009 by Tubos de Acero de México, S.A. de C.V. The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on August 5, 2009.
 
On January 17, 2011, the Mexican authorities terminated the review and decided upon the continuation of the anti-dumping measure imposed on imports of carbon steel connections from China. The amount of this definitive duty is USD 1.05 per kilogram. This duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on February 3, 2011. It shall be enforced for a period of five years, starting from August 5, 2009.
 
The original anti-dumping duty entered into force on August 5, 2004.
 
On July 14, 2014, the Mexican Ministry of Economy decided to initiate a second sunset review of the anti-dumping duty imposed on imports of carbon steel connections from China.
This review follows the application lodged on June 27, 2014 by Tubos de Acero de México, S.A. The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on July 25, 2014.
The existing anti-dumping measure remains in force during the review.
 
On June 16th, 2015, the Mexican authorities terminated the sunset review and decided upon the continuation of the anti-dumping measure imposed on imports of carbon steel connections from China. The amount of duty remains USD 1.05 per kilogram. It shall be enforced for a period of five years, starting from August 5th, 2014. The resolution was published in the Official Journal of the Federation on July 2nd, 2015.

On 17 July 2019, the Mexican authorities initiated a sunset review of the antidumping duty imposed on imports of the subject good from China. This follows the request lodged on 24 June 2019 by Tubos de Acero de México, S.A. The existing antidumping duty remains in force for the duration of the review.

On 19 August 2020, the Mexican authorities extended the definitive duty imposed on imports of certain carbon steel connections for a new period following the conclusion of the sunset review. The duty level remains USD 1.05 per kilogram. The duty is in force for a period of five years from 5 August 2019.
