With Resolution Nr. 656 of the Government of the Russian Federation of 14 July 2014 was introduced a ban on the admission of certain types of mechanical engineering goods, originating from foreign countries, to procurement for state and municipal needs. The purpose of the new legal act is 'to protect the domestic market of the Russian Federation, the national economy and to support the Russian producers'.
Specifically, restriction on the procurement of the following goods is introduced: cars, trucks and fire engines, cars used for medical and emergency technical purposes, tank vehicles, bulldozers, road rollers, excavators, concrete pumps, trams, trolleybuses, and timber carrying vehicles.
The ban does not apply to the purchase of goods by diplomatic missions and consular offices of Russia, as well as representative of the country in international (inter-state, inter-governmental) organisations in order to support their work on the territory of a foreign state.
The regulation enters into force on 16 July 2014. In respect to tramcars, it applies as of 1 January, 2015.
