On June 20, 2014, the Indian Directorate General of Anti-dumping & Allied Duties, Ministry of Commerce, initiated an anti-dumping investigation on imports of diketopyrrolo pyrrole pigment red 254 (or DPP red 254, a highly saturated medium shade red pigment with good hiding power, excellent fastness to organic solvent and outstanding light and weather fastness) from China and Switzerland.
The product subject to investigation is classified under HS code 3204.1739 and is also being imported under the following HS codes: 3204.1111, 3204.1630, 3204.1711, 3204.1719, 3204.1720, 3204.1760, 3204.1973, 3204.1984, 3204.9000, 3206.1110 and 3206.4990.
This follows the application lodged by M/s Heubach Colour Private Limited, the sole domestic producer of the subject good.
On June 19th, 2015, the Indian Directorate General of Anti-dumping & Allied Duties, Ministry of Commerce and Industry, issued its final findings and recommended the imposition of a definitive anti-dumping duty on imports of diketopyrrolo pyrrole pigment red 254 from China and Switzerland.
On August 17th, 2015, the Indian Ministry of Finance issued the Customs Notification imposing this definitive anti-dumping duty (Notification No. 41/2015-Customs (ADD), 17.08.2015). The amount of the duty imposed on imports originating in China is USD 7.58 per kilogram, at the exception of the company CINIC Chemicals Co Ltd., Shanghai whose exports are subject to a duty of USD 6.26 per kilogram. The amount of the duty imposed on imports originating in Switzerland is USD 3.61 per kilogram.
This definitive duty is effective for a period of five years.
