On 30 November 2011, the Federal Administration of Public Revenue (AFIP) adopted General Resolution 3229, which introduces reference prices on imports of certain suitcases, bags and backpacks, from certain Asian countries. The items figure under the Mercosur Nomenclature codes 4201.12.10, 4202.12.20, 4202.32.00, 4202.92.00 and 4202.99.00. The corresponding reference prices, which represent free on board values, range from USD 3.90 per kg to USD 8.40 per kg, with the suitcases having reference prices per unit of USD 7.20 for those for a textile exterior and USD 10.80 for hard shell suitcases.
Argentina introduced reference values of precautionary nature for import goods in June 2005. The stated purpose is to strengthen customs control and prevent under-invoicing. Importers are required to provide guarantees for the difference in duties and taxes if the declared price of an import is lower than its reference price (see 7th GTA Report and 2014 National Trade Estimate Report). The measure took effect on 7 December 2011.
