Anti-dumping

On August 14, 2014, the European Commission announced the initiation of an anti-dumping investigation on imports of grain-oriented flat-rolled products of silicon-electrical steel (of a thickness of more than 0.16 mm) from China, Japan, South Korea, Russia and the United States of America (Notice No 2014/C 267/05).
The products subject to investigation are classified under the following HS codes: ex 7225.1100 and ex 7226.1100.
The complaint was lodged on June 30, 2014 by the European Steel Association (EUROFER) on behalf of producers representing more than 25% of the EU production of the subject goods.
 
On May 12th, 2015, the European Commission decided to impose a provisional anti-dumping duty on imports of grain-oriented flat-rolled products of silicon-electrical steel from China, Japan, South Korea, Russia and the United States of America (Commission Implementing Regulation (EU) No 2015/763).
The rate of the duty imposed on imports originating in China is 28.7% of the net free-at-Union-frontier price. The rate of the duty imposed on imports originating in Japan is 35.9% of the net free-at-Union-frontier price, at the exception of the company JFE Steel Corporation (Tokyo) whose exports are subject to a duty of 34.2%. The rate of the duty imposed on imports originating in South Korea is 22.8% of the net free-at-Union-frontier price. The rate of the duty imposed on imports originating in Russia is 21.6% of the net free-at-Union-frontier price. The rate of the duty imposed on imports originating in the United States of America is 22.0% of the net free-at-Union-frontier price.
This provisional duty entered into force on the day following the publication of the resolution in the Official Journal of the European Union (L 120), i.e. on May 14th, 2015, and will apply for a period of six months.
 
On October 29th, 2015, the European Commission decided to impose a definitive anti-dumping duty on imports of grain-oriented flat-rolled products of silicon-electrical steel from China, Japan, South Korea, Russia and the United States of America (Commission Implementing Regulation (EU) No 2015/1953).
The amount of the duty is the difference between the net free-at-Union-frontier price and a minimum import price fixed by the European authorities. This minimum import price depends on technical specifications of the goods subject to the measure. Moreover, the duty paid by the exporting companies should not exceed the amount corresponding to the ad valorem duty rate set by the European authorities. This definitive duty entered into force on the day following the publication of the resolution in the Official Journal of the European Union (L 284), i.e. on October 31st, 2015.
