On June 20, 2014, the International Trade Administration Commission of South Africa initiated an anti-dumping investigation on imports of wheelbarrows from China (Notice No. 449 of 2014, 20.06.2014).
The products subject to investigation are classified under the following HS code: 8716.8010.
This investigation follows a request lodged by Lasher Tools. The dumping is suspected to have occurred between February 1, 2013 and January 31, 2014.
On January 28th, 2015, the International Trade Administration Commission (ITAC) of South Africa issued its preliminary findings and recommended the imposition of a provisional anti-dumping measure on imports of wheelbarrows originating in China for a period of 24 weeks.
On March 6th, 2015, a provisional anti-dumping duty was imposed on imports of wheelbarrows originating from China. The rate of the duty is 29.82%, at the exception of the company Qingdao Youhe whose exports are subject to a duty of 32.32%. This duty is effective up to September 4th, 2015.
On July 31th, 2015, the International Trade Administration Commission (ITAC) of South Africa issued its final findings and recommended the imposition of an anti-dumping measure on imports of wheelbarrows originating in China. The recommended duty is at a rate of 29.82%, at the exception of the companies Qingdao Youhe Handtruck Co. Ltd and Qingdao Wantai Special Handtruck Co. Ltd whose exports would be subject to a duty of 32.32% and 39.92% respectively.
On September 4th, 2015, the South African Revenu Service issued the notification imposing this definitive anti-dumping duty.
