With Order 791 of August 11, 2014, the Russian Government approved state support for Russian manufacturers of certain light industry goods. The support has been granted with regard to Russia's accession to the WTO and in order to improve the quality of materials and components being delivered for state needs.
Concretely, the resolution restricts the awarding of federal contracts for certain light industry goods (for example textiles, leather, and footwear) to countries other than the members of the Customs Union. In addition, only Russian-made materials or semi-finished products must be used in the manufacture of light industry goods, delivered for federal needs.
The adopted decisions, in addition to protecting the Russian producers, operating in the light industry, also supports the respective industries in the members of the Customs Union.
The regulation enters into force on 1 September 2014, except for certain provisions.
On 30 April 2020, the Government Resolution N616 invalidated Order 791, but transferred all the goods under question into a new, "consolidated" registry. Thus, the goods remained subject to procurement restrictions.
