The governor of Oregon has signed into law on March 16, 2012 a bill (SB 1556) allowing state agencies and local governments to give greater preference to American products when making orders for transit vehicles. The provides as follows: "Notwithstanding provisions of law that require a contracting agency to award a contract to the lowest responsible bidder or best proposer or provider of a quotation, a contracting agency that receives and uses funds from the federal government or an agency of the federal government for a transit project may give preference to a bidder or proposer that exceeds federal Buy America requirements that apply to federally funded transit projects'.'"
