On 10 February 2011, Polish authorities granted investment aid to the Swedspan Polska Spolka z o.o. for building a high-density fibreboard (hereafter: HDF) production plant in Bielsk Podlaski, the Podlaskie region. Out of the total costs (EUR 149.24 million), the state provided EUR 34.68 million. The majority of the state funds, namely EUR 29.47 million, originated from EU's innovation programme.
The beneficiary was established in June 2009 with the goal to become one of the main wood suppliers for the IKEA furniture industry network. Legally, the company is also a member of the IKEA Industry Poland Sp. z o.o. which in turn belongs to the IKEA Industry Group.
The construction of the production plant was finalised in September 2011, however, the entire production complex which also includes a sawmill and a value added production unit was opened only in May 2012.
A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the state aid proposed here is discriminatory.
