On 23 July 2014, the European Investment Bank agreed to grant EUR 240 million (GBP 190 million) to the communications infrastructure and mobile communications company Arqiva. The money will be used to fund several nationwide infrastructure projects in the United Kingdom. These projects include expanding digital radio, rolling out the new T2 muxes, as well as improving WiFi connectivity.
 
The beneficiary is a leading company in the digital market for network solutions and services. Among other activities, Arqiva supplies the infrastructure for all four of UK's mobile network operators, large broadcasters such as BBC, ITV or BSkyB, as well for emergency services.
 
A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the state aid proposed here is discriminatory.
