NoOn February 25, 2011, the Indian authorities initiated a sunset review of the anti-dumping duty imposed on imports of viscose rayon filament yarn up to 150 deniers, including monofilament yarn of less than 67 decitex also known as viscose filament yarn or VFY, rayon filament yarn, art silk yarn, cellulose yarn or rayon yarn (and includes all yarns made of 100% viscose yarns such as dyed yarn, flat yarn, microfilament micro-yarn, twisted yarn (with the exclusion of embroidered yarn), doubled/multiple ply yarn etc. of VFY) from China. The subject goods do not include sewing thread, fur yarn, fire retardant yarn, engineered yarn, embroidered yarn and air texturised yarn. The products subject to investigation are classified under the following HS codes: 5403.3100, 5403.3200, 5403.3300, 5403.4110, 5403.4120, 5403.4130, 5403.4140, 5403.4150, 5403.4160, 5403.4170, 5403.4180 and 5403.4190.
On February 24, 2012, the Indian authorities issued their final findings of the sunset review. They recommended the continuation of the existing anti-dumping measure.
On May 4, 2012, the Indian authorities issued the notification of extension of the anti-dumping duty imposed on imports of viscose filament yarn from China (Notification No. 23/2012-Customs (ADD), 04.05.2012). The rate of the duty is 16.90% of the ad valorem value, at the exception of the company M/s Yibin Hiest Fibre Limited Corporation whose exports are subject to a duty of 5.04% of the ad valorem value. This duty is effective for a period of five years.
The original anti-dumping duty was decided on April 4, 2006 and imposed by Notification No. 45/2006-Customs on May 24, 2006.
On 24 April 2017, the Indian Directorate General of Anti-dumping & Allied Duties, Ministry of Commerce and Industry initiated a sunset review of the anti-dumping duty imposed on the subject good from China. This follows the application lodged by Kesoram Rayon and Indian Rayon.
On 3 May 2017, in connection with the above sunset review the Indian Ministry of Finance issued the Customs Notification extending the definitive antidumping duty on imports of the subject good from China for one year i.e. until 3 May 2018.
On 3 May 2018, the Indian authorities terminated the definitive duty imposed on imports of viscose filament yarn from China following the conclusion of the sunset review.
