On February 27, 2009, the Indian authorities initiated a sunset review of the anti-dumping duty imposed on imports of polytetrafluoroethylene from Russia. The product subject to investigation is classified under the following HS code: 3904.6100.
On February 26, 2010, the Indian authorities issued their final findings of the sunset review. They recommended the continuation of the existing anti-dumping measure.
On May 3, 2010, the Indian authorities issued the notification of extension of the anti-dumping duty imposed on imports of polytetrafluoroethylene from Russia (Notification No. 57/2010-Customs, 03.05.2010). This duty is effective for a period of five years.
On April 13th, 2015, the Indian authorities initiated a sunset review of the above-mentioned anti-dumping duty imposed on imports of polytetrafluoroethylene from Russia. This follows the application lodged by M/s. Gujarat Fluorochemicals Ltd., the major domestic producer of the subject good.
On May 1st, 2015, the Indian authorities issued the notification of provisional extension of the anti-dumping duty imposed by Notification No. 57/2010-Customs dated May 3rd, 2010 (Notification No. 17/2015-Customs (ADD), 01.05.2015). This duty remains into force up to and inclusive of May 2nd, 2016.
On 6 June 2016, following the conclusion the above-mentioned sunset review the Indian Ministry of Finance issued the Customs Notification extending the definitive anti-dumping duty (Notification No. 23/2016-Customs (ADD), 06.06.2016). The amount of the duty imposed on imports originating in or exported from Russia is USD 739.77 per tonne. This definitive duty is effective for a period of five years.
On 16 May 2017, the Indian authorities amended the duty imposed through notification 23/2016 of 6 June 2016. The rate of duty is amended to USD 874.56 per tonne.
