Anti-dumping

On October 5, 2012, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce, initiated a sunset review of the anti-dumping duty imposed on imports of Poly Vinyl Chloride (PVC) suspension grade from China, Chinese Taipei, Indonesia, Japan, Malaysia, South Korea, Thailand and the United States of America.
The products subject to investigation are classified under different HS codes falling under 3904.
This sunset review follows the application lodged by M/s DCW Limited (DCW), Chemplast Sanmar Limited (Chemplast), Reliance Industries Ltd (RIL) and DCM Shriram Consolidated Ltd. (DCM) on behalf of the domestic producers of the subject good.
While initiating the sunset review, the Indian authorities decided on December 6, 2012 to extend for one year the existing definitive anti-dumping duty imposed on January 23, 2008 by Notification No. 11/2008-Customs (Notification No. 52/2012-Customs (ADD), 06.12.2012).
On November 6, 2013, the Indian authorities extended the time for completing the investigation upto January 4, 2014.
On January 24, 2014, the Indian authorities extended again the time for completing the investigation upto March 4, 2014.
On March 21, 2014, the Indian authorities extended again the time for completing the investigation upto April 4, 2014.
On April 4, 2014, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce, issued its final findings of the sunset review. It recommended the continuation of the existing anti-dumping measure for imports originating in all the above-mentioned countries at the exception of South Korea
On June 13, 2014, the Indian Ministry of Finance issued the Customs Notification of extension of the anti-dumping duty imposed on imports of PVC suspension grade from China, Chinese Taipei, Indonesia, Japan, Malaysia, Thailand and the United States of America (Notification No. 27/2014-Customs (ADD), 13.06.2014). For details about the amount of the duty, see Table of Notification No. 27/2014-Customs (ADD). This duty is effective for a period of five years.
 
The original anti-dumping duty was decided on December 26, 2007 and imposed by Notification No. 11/2008-Customs on January 23, 2008.
