On August 14, 2013, the Ministry of Commerce of the People's Republic of China decided to initiate an anti-dumping investigation on imports of single-mode optical fibers from India (MOFCOM Announcement No. 54 of 2013, 14.08.2013).
The products subject to investigation are classified under the following HS code: 9001.1000.
The complaint was lodged on June 18, 2013 by Jiangsu Fasten Photonics Co., Ltd., FiberHome Fujikura Optic Technology Co., Ltd., Futong Group, Jiangsu Hengtong Photoelectric Stock Co., Ltd., Chengdu SEI Optical Fiber Co., Ltd., Zhongtian Technology Fiber Optic Co., Ltd. and Jiangsu Tongding Optic-electronic Stock Co., Ltd. on behalf of the domestic industry.
On May 13, 2014, the Ministry of Commerce of the People's Republic of China decided to impose a provisional anti-dumping duty on imports of single-mode optical fibers originating in India (MOFCOM Announcement No. 33 of 2014, 13.05.2014). The rate of the deposits that have to be paid by Indian companies ranges from 13.7% to 51%, depending on the company. This provisional anti-dumping duty entered into force on May 14, 2014.
On August 13, 2014, the Ministry of Commerce of the People's Republic of China decided to impose a definitive anti-dumping duty on imports of single-mode optical fibers originating in India (MOFCOM Announcement No. 56 of 2014, 13.08.2014). The rate of this definitive anti-dumping duty ranges from 7.4% to 30.6%, depending on the Indian company. This duty entered into force on August 14, 2014 and is applicable for a period of five years.
